UN General Assembly 80th session 3rd Committee
Interactive Dialogue with the Special Rapporteur on human rights defenders, Ms. Mary Lawlor
Statement delivered by Norway on behalf of the Nordic-Baltic States
New York, 16 October 2025
Mr Chair,
I have the honour to speak on behalf of the Nordic and Baltic states.
Human rights defenders and a vibrant civil society are cornerstones of an open and democratic society. We thank the Special Rapporteur for this important report – and we are deeply concerned by the findings on obstruction and repression against those who try to make a difference.
We urge states to create a safe and enabling environment in which all those advocating for human rights can do so freely, without fear of retaliation of any kind. This also includes human rights defenders working against climate change, advocating for the reduction in emissions and a just transition.
We believe it is important to cease all forms of stigmatization against human rights defenders working on climate change and a just transition and take action to reverse negative narratives around their work. They must be able to participate safely and effectively in all conferences of the parties of the UN Framework Convention on Climate Change.
Madame special rapporteur, – can you share any best practises regarding cooperation with human rights defenders working on climate change and just transition?
Thank you.
