Chair,

Estonia abstained on the draft resolution entitled „Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples: eradicating colonialism in all its forms and manifestations“ because one of the main sponsors of this resolution, Russian Federation, is cynically and systematically violating all the principles mentioned in this very resolution. While presenting this resolution, Russia is waging a colonial war of aggression against Ukraine, as well as occupying parts of the territories of Ukraine, Republic of Moldova and Georgia. The aggressor is trying to erase the identity, language and culture of its neighbours, has deported and killed thousands of their people, including children, and is using their natural and human resources for its own gain. Russia’s actions against ethnic minorities within Russia are the same: racial and religious oppression, erasing of identities and discrimination. We call upon Russia to bring a speedy and unconditional end to all forms and manifestations of its colonial revival. Colonialism belongs to the dustbin of history. Let me stress that Estonia considers the topic of the resolution highly important, but we are against using the issue of decolonisation to score political points.

One should also add that we deeply regret that there has not been any opportunity for all member states to engage on the draft resolution. It was not adopted by consensus in the C24 special committee, and has now been brought for a decision in the 4th committee without any consultations at all. If the intentions of the sponsoring countries were genuine, they would have no problem with having an open process. Rushing this resolution through is irresponsible as it can only create further divide and mistrust among UN membership – something we all should try to avoid.
