Statement delivered by Deputy Permanent Representative of Estonia Ms. Katri Lõhmus on behalf of Nordic and Baltic states

Mr Chair,
I have the honour to speak on behalf of the Nordic and Baltic states.
We thank Special Representative Ms Gamba for her work, welcome the appointment of Ms Frazier as the new Special Representative, and thank Ms Maalla M’jid for serving as Acting Special Representative.
The latest report shows an alarming rise in grave violations against children in armed conflict, marking it the highest level since the CAAC mandate began nearly 30 years ago.
We strongly condemn these violations and call for their immediate and definitive cessation. Parties to conflict must fully respect their obligations under international law, avoid the use of explosive weapons with wide-area effects in populated areas, apply zero tolerance to sexual violence, and engage fully with accountability mechanisms, including the ICC.
We remain steadfast supporters of the CAAC mandate and highlight its vital role in prevention of violations against children affected by conflict. In the context of ongoing UN reforms, we stress the value of the monitoring, reporting, and accountability mechanisms that form the backbone of efforts to end violations and protect children.
Madame Special Representative, which concrete steps should Member States and regional organisations prioritise to ensure accountability not just in rhetoric, but in practice?
